In April 2021, he was invited to deliver a special lecture for the Standing Committee of the National People's Congress, titled "Improving the Anti-Monopoly Legal System and Strengthening the Foundational Role of Competition Policy,"* presided over by Li Zhanshu, Chairman of the 13th NPC Standing Committee.

 

He holds a Bachelor of Laws from Peking University (1985), a Master of Laws in International Law from UIBE (1993), and a Doctor of Laws from UIBE (2002). During his studies, he was a visiting scholar at the University of Connecticut School of Law (1996–1997).
