Leveraging her dual technical background in electrical engineering and chemistry, Attorney Yang serves clients across diverse industries including telecommunications, new energy, semiconductors, optoelectronics, computing, materials science, and medical devices. She has represented a wide range of domestic and international clients, from prominent multinational corporations to emerging domestic companies, delivering high-value legal services and achieving favorable outcomes in various disputes. Prior to joining Liu, Shen & Associates, she practiced at another leading law firm for nearly four years.
Yang Qian previously served at the China National Intellectual Property Administration (CNIPA) and its Patent Reexamination Board for over 13 years, examining hundreds of patent applications and adjudicating nearly 600 patent reexamination and invalidation cases. She repeatedly handled major, high-stakes cases, with several of her decisions recognized as Exemplary Decisions by the Reexamination Board and selected as Annual Top Ten Cases. Notably, none of the cases she participated in adjudicating were overturned in subsequent administrative litigation.
During her tenure at the Reexamination Board, Yang gained dual experience in both technical appeal departments and business management departments. This provided her with not only practical examination experience but also involvement in policy formulation, daily operational management of the Board, and international exchanges with reexamination institutions. She contributed as a drafting member to nearly ten CNIPA research projects, with her participated projects receiving awards including the CNIPA Excellent Research Project Award and the Second Prize of the 10th National Intellectual Property Outstanding Research Report.
